Samuel Boateng Asamoah

Monitoring, Evaluation, and Learning Officer

Samuel is Monitoring, Evaluation, Research and Learning (MERL) Specialist with over thirteen years’ professional experience from the humanitarian/development work and nonprofit. He has worked with international organizations like Oxfam Great Britain, Oxfam America, Oxfam IBIS and Newmont (a US based origination) as MERL lead on programs from donors like United States Agency for International development, Global Affairs Canada, World Bank, European Union, Danida, DFID etc.

As MERL specialist, he led in the design and implementation of Monitoring, Evaluation
and Learning Frameworks and supported the programs in data collection, compilation,
synthesis and analysis of data, Progress Reporting, and to measure the Outcomes and
Impacts of the programs using various tools and approaches. He also coordinated the
conduct of Researches and program evaluations like Baseline, Midline, End-line, and
impact studies and capacity building of program staff in data systems.

Some of the Program Initiatives Samuel has driven include Education, Sexual
Reproductive Health Rights for youth, Sexual and Gender Based Violence for adolescent
girls and boys, Women Economic Empowerment, Accountable Governance, Gender
Justice, Extractive Governance, Health, etc)

He holds a Master’s Degree in Public Administration and Bachelor of Science in
Development Planning.
